Bureaucrats and Administrators are two of the highest positions on the Wind Breaker Wiki. To become one of the two, a user must first become a Content Moderator and/or Thread Moderator.
Bureaucrats
Bureaucrats are Administrators who have the additional abilities to assign, change, or revoke user rights. They may appoint other Bureaucrats but cannot revoke the rights once given; they may only demote themselves from the position. They also have the ability to revoke the bot status from a malfunctioning or inactive bot account, but must ask for the assistance of FANDOM staff to grant it.

Administrators
Administrators or Sysops are staff members who handle wiki matters beyond the main namespace. They are entrusted by the community to oversee general wiki activity, manage major wiki changes, and have contact with FANDOM staff. Administrators have the tools Content Moderators and Discussion Moderators have and will use them to accomplish their duties.
Per FANDOM's User rights guide, Administrators have access to the following abilities:
- All privileges from both the Content Moderator and Thread Moderator groups.
- Block users from editing and other actions.
- Grant and revoke the Rollback, Map-tester, and Discussions Moderator rights.
- Edit the community's skin and format.
- Edit whitelisted MediaWiki pages.
